Abstract	This study examines and analyzes the factors that influence the occurrence of a construction claim by taking the object of study of construction industry qualification grade 2 to grade 7, in Surabaya and surrounding areas. Population and unit of analysis in this study is the owner or company leaders of construction industry who have received certification from the Institute for National Construction Services Development (LPJKN). Determination of sample units is done by random sampling technique that is drawn at random as many as 80 construction companies as respondents. Measuring instruments used were questionnaires using Likert scale. The method used is parametric multivariate statistics. Data analysis was performed using Structural Equation Modeling (SEM) analytical techniques with the aid of a computer program Smart PLS.The research concluded that changes in the quality of work and budget of project costs during project implementation significantly influence the occurrence of construction claims, change of schedule execution time is not significantly influence the occurrence of construction claims, while the most dominant party that caused the claim construction is the project owner. It is suggested to the stakeholders, so be careful in the planning process, especially related to the difference between the results of planning and project existing condition. To the researchers recommended further research to develop this by adding variables or indicators and expanding area of research.
