It attempts to establish as well, the meaning of locality; what a locality do. understanding its current meaning. its orgamzation. whom its autliorities are and how its structure is. Moreover. it was taken into consideraron the local govemment councils, how they were created. what tlieir functions are and how suitable they are in order to manage the decentralization process of Bogota as well as the 2006 Bogota administraron reform In tlie end. tliis document suggests what the principies should be in order to establish a true local and region structure to accomplish the right management of the city regarding the local resorts m order to achieve an effective public management. |
