| Abstract | The intellectual origins of programme evaluation. Programme evaluation is not evenly identifiable across nations, where it is always associated with public administration and management. In many countries, programme evaluation has accumulated a considerable amount of practice and reflection, whereas in others achievements have remained more ambiguous. In any case, the latter are always accomplished in the context of multiple connections to sister disciplines as performance audit, quality management and reporting. Exploring the intellectual origins of programme evaluation allows for a better understanding of its content. Historically, experimentalism, initially introduced by Donald Campbell, was essential in the foundation of programme evaluation. But public management is its natural milieu, including its recent variation, New Public Management Just like management, programme evaluation has two components: a transnational "state-of-the-art" and a great variety of national references. |
