| Abstract | These text shows that the modern sate established civil and political rights, but that they were insufficient to achieve equality. Moreover, it also describes how some economic, social, and cultural rights were recognized in the constitutions of some states, preceding a social state of law, events that that reinforced them by their integration into a constitutional rank. Finally, human rights were universalized in declarations and international treaties, including economic, social, and cultural rights whose fulfillment is in balance with civil and political rights. sumARio: Introducción.
