| Abstract | Public opinion and freedom of the press during the years of consolidation of provincial structures, and the 1824 Congress: between liberty, tolerance, and censorship. This paper deals with the consolidation of the concept of public opinion in the speeches and practices of elites during the second decade of the 19th century, when there was a constant tension between proclamations in favour of the liberty of expression and its inhibition due to the needs of public governance. Public opinion was then qualified by the traditional viewpoint of “a public voice and fame” that referred to communal links and values, as opposed to the individualist principles that is the doctrinal support of its modern meaning. The proclamations and conduct of ruling groups show their political and cultural limitations for the establishment of a liberal regime, given their notions about public life, and the porosity of its frontier with private behaviour. |
