Hedonic housing price indexes: the French experience

| Abstract | The whole of France is now covered by quarterly hedonic housing price indices. They are the fruit of a unique collaboration between the notaries, who collect the data and do the computation, and INSEE, the French statistical agency, that provides the methodology and guarantees its proper use. The method relies on the econometric estimation of the value of xed baskets of apartments or houses in some 300 elementary geographic zones. The quarterly estimate is based on all sales recorded in a given period. Each zone has its own hedonic model of price. This allows to create indices at various geographic levels. The regular publication of hedonic housing price indices at a country level is rare, because it is costly. The French endeavor manages to be relatively cheap to the taxpayer because of complementary interests between the involved parties. It is an important step toward a better understanding of the housing market and opens new ways toward the use of reliable indices. |
