| Abstract | Illegal migration is a phenomenon that is not uncommon in most countries. The range of responses to this problematic are varied and evolve with the implementation of policies which are intricately linked to the social actors: on the one hand, the security and the sovereignty of a state, on the other hand, the right to migrate and to be protected. In Canada, the policies implemented in response to this phenomena are aimed at strengthening border controls and promoting dissuasive measures for would-be illegal migrants. In this context, this thesis tries to understand the goals and motivations of individuals seeking to help migrants deal with their status. Social workers, doctors, lawyers and members of churches that provide sanctuary have been interviewed for this purpose. Refuting a security-based reading of illegal migration and denouncing the criminalization to which migrants are often subject, the informants ofthis thesis question the basis of an immigration system that is far removed from lived reality of individuals it is intended to target. Altematively, these individuals respond to the needs of illegal migrants in two ways: on the one hand, they align themselves with migrants in order to stabilize their situation and provide daily assistance; on the other, they use their own status to advance a more just vision of illegal migration in Canada. From humanism to civil disobedience, their actions contribute to a redefinition of illegal immigration. As such, the role they play in social construction of a phenomenon demands critical consideration. |
