| Abstract | An examination of 14fisheriesprojects constitutes the basis for design of a method for analyzing delays and mistakes in suchprojects. The proposedmethodprovides a classification of the problemsencountered bytheprojects during theirprogressfrom identification to implementation. Check lists of indicaJors and recommendations specific to the fishery sector are proposed for the different stages of the project (identification, design, implementation and evaluation). The recommendations deal with improving the design andflexibility of projects and decreasing the role of uncertainty. The small number of projects and the desk nature of the study limit the statistical value of analysis. It is however Worth mentioning that many observations are closely akin to those of the World Bank. |
