| Abstract | This report presents a comprehensive framework to link Austria’s greenhouse gas emissions directly to possible abatement measures. Emission sources are grouped into “entities”, which describe the magnitude of an activity and its related emissions. Entities are selected such that external projections can be taken to characterize their current and future activity level, and that they comprise all emission sources. The framework attributes abatement measures to specific entities and describes their respective effects in terms of abatement efficiency, applicability, influence towards activity of entities (also cross-influence to other entities) and costs. It is thus able to cover also cascading influences as in the energy chain. In contrast to the entities, the measures presented in this report are not meant to be comprehensive. Instead, they serve as examples and are so far limited to those determined by technology (in a general sense) and do not include change of lifestyle. The framework allows a consistent examination across sectors, such that abatement costs as well as abatement potentials can be compared directly. In order to demonstrate the opportunities provided, we have applied this framework to Austrian projections for the years 2020 and 2050, and provided a set of measures under different scenarios. |
