| Abstract | The article aims to analyze whether from the enactment of Law 77 of 1989, which granted amnesty to the M-19, the Colombian State guaranteed the knowledge of the right to truth, justice and reparation to the victims and whether it was feasible to comply with international standards of justice. Violations of the American Convention on Human Rights will be described and the decisions of the Commission from the cases examined, its recommendations and measures to be taken by the State responsible for these violations will be exposed. By means of the analytical methodology of the concepts of truth, justice and reparation, issued by the jurisprudence of the Constitutional Court of Colombia, IACHR, literature from experts and legal research, in order to point out the violations presented by the application of Law 77 of 1989 and exhibit the incompatibility with the human rights convention. |
