Abstract	Since 1987 CEFI has participated in the discussion of different legislation proposals about boundary issues, which has been presented to the legislative power. This paper is a reconstruction of these experiences that includes a synthesis of the most relevant aspects and research carried out throughout 2001 with members representative of various agents and institutions to border counties of Tachira state, in which deep considerations are reached. Finally, particular attention is paid to the existence of a new proposal that helps to demonstrate the difficulties to fulfil the Bolivarian Republic of Venezuela Constitutional in order to establish the duty of the State to formulate an integral policy for border areas in concordance with the approval of a Border Organic Law.
