Abstract	It is bibliographic review scientific legal study with the main objective to legally place the municipal state and national cities conferences, emphasizing, from the motto 'cities inclusive, participatory and socially just', its importance to the realization of an increasingly democratic management of cities. It concludes that establishing projects consistent with the reality of the city and guided by the guidelines and tools provided by law, such as national conferences of cities, all citizens will be able to contribute to the design and realization of a civic ideal.
