| Abstract | This work analyzes the return s process of victims of forced displacement to the municipality of La Palma, Cundinamarca, during the period between 2002 to 2014. The discussion focus on identifying the progress and delays in design and development a Public Return Policy from the perspective of the victims of armed conflict and the institutions responsible for accompanying these processes. The results show that our paradox in Colombia is to have many policies and programs designed in accordance with national and international legal and regulatory mandates, but with serious problems and obstacles in its implementation. The case study shows that for victims and institutions the return is the best alternative for the repair of the facts caused by violence. But the return, in itself, does not guarantee a quick recovery process, for that, support from the state and victim s accompaniment is needed for a reasonable time, to allow the correct development of the process instead of non-point and isolated interventions. The results are summarized in three chapters, showing conclusions and recommendations for the implementation of a public policy. Each of these chapters are intertwined with each other to understand the return process in Colombia and to contribute to the reflection on the adjustments required in this area in order to face the moment that Colombia undergoes. |
