| Abstract | The purpose of this study was to assess digital skills of university librarians for developing and managing digital libraries in HEC recognized public and private sector universities of Pakistan. It also aimed to identify the useful training programs for university librarians to develop their digital skills. The study also explores the possibilities of developing digital libraries by analyzing existing library budget, IT infrastructure and availability of valuable contents for digitization. To achieve these goals, a comprehensive study was designed to measure general digital skills of university librarians; their knowledge of database development and administration; skills for developing and managing digital libraries and skills to apply security measure to protect digital contents etc. Mixed methods research design was used to achieve the research objectives. The study used quantitative and qualitative data to investigate the research problem in comprehensive way. The subjects of the study were librarians working in HEC recognized public and private sector universities of Pakistan. A peer-reviewed and pre-tested questionnaire was used to collect quantitative data from the respondents. Simple random sampling was used to identify the population of the study. Fifty four universities were identified for data collection. Sample frame was developed to estimate the total population working in 54 universities. Of 297 respondents, 212 participated in the survey. The response rate was 72 %. In-depth semi-structured interviews were conducted with 21 key experts to sketch a cohesive picture of the phenomenon under investigation.
