| Abstract | In the fields os education, culture and social references Latin America is characterized as a region of great social exclusion. A large portion of the population is excluded from the information society, a factor that creates much violence and instability due to the lack of job opportunities. The present work proposes a new model of information dissemination to include people in the information society. The base to this is empowering libraries and forming a reading public. Another proposition is the use of methods such as: information mediation, information literacy, informational competences and above all the interaction among the bibliographic, the virtual and the digital for the construction of quality education. |
