Abstract	cionalen los Gobiernos Autonomos Descentralizados parroquiales del canton Milagro-Ecuador, en cuanto al cumplimiento de su planificacion estrategica y especificamente sus objetivos organizacionales. Se concluye, de manera puntual, que existe un desperdicio de tiempo y material debido a que los procesos organizacionales se realizan en forma manual sin apoyo de tecnologia; hecho que va en contra de un manejo automatizado efectivo del modelo de Planificacion de desarrollo institucional y trasparencia publica de sus leyes, reglamentos y actividades organizacionales. Esta situacion les impide ejercer una trasparencia institucional idonea que fortaleceria el acceso a la informacion publica y rendir cuentas a la comunidad. Abstract In this article, the product of an exploratory and field research, there is provided organizational behavior in the autonomous governments (GAD) parish of the canton Milagro, Ecuador, in meeting its strategic planning and precisely their organizational objectives. It concluded promptly, there is a waste of time and material due to organizational processes performed manually without the support of technology, a fact that goes against an efficient automated management of the planning model of institutional development and transparency public of its laws, regulations and organizational activities. This situation prevents them from exercising a suitable institutional transparency would strengthen access to public information and accountability to the community.
