| Abstract | This paper reports and cusses the results of a survey conducted to determine the effects of L. 94-142 on collective bargaining at the local school district level. The results indicate that the issues most likely to surface during the collective bargaining process are: (1) teacher involvement in the planning of policies and procedures which affect their classrooms and (2) class size (i.e, pupil /teacher ratios).
