Abstract	The sought of this project is to determine the viability of the start-up of a paving stones factory in the city of Arequipa, which will use mining tailings as a fundamental raw material, thus replacing the classic Portland cement. At present in the province of Arequipa there are 8.04 km2 of urban roads classified in serious condition. Likewise, it has been proven that in the manufacture of Portland cement, up to 5% of the world's CO2 is emitted (Singh, Ishwarya, Gupta, & Bhattacharyya, 2015). And on the other hand, the accumulation of large amounts of tailings as a consequence of mining is one of the main environmental problems of the Arequipa region and Peru in general. In view of the aforementioned, the current project for the production and commercialization of eco-friendly paving stones is being considered. After the market studies we found that the potential market of our interest (District Municipalities of the province of Arequipa) would be willing to use the eco-friendly paving stones in their urban road construction and maintenance works. El estudio técnico demuestra que la fabricación de adoquines a partir de relaves mineros cuenta sin problemas con todos los requisitos de la Norma Técnica Peruana NTP 399.6 en términos de resistencia a la compresión, teniendo picos de resistencia mecánica a la compresión de 60 MPa. Y en cuanto al estudió de la viabilidad económica y financiera, se obtuvo un VANE de S/.522,996.47 y un VANF de S/. 2, 619,533.32, TIRE de 28% y un TIRF 52%, un PRI de 05 años, cifras que estiman la viabilidad y factibilidad del proyecto.
