| Abstract | After the democratization in Brazil and the resulti ng processes of economic opening and stabilizing, development has been a central the me in Brazil's domestic and foreign policy. Similarly, the international insert ion has become one of the goals pursued by the Brazilian diplomacy, mostly from Lul a's Government on. In this regard, international cooperation has been widely u sed by Brazil as a tool of foreign policy, based on the principles of solidarity and n on-indifference. The current projects of South-South cooperation, the so-called horizontal cooperation, demonstrate the application of this important polit ical tool used by Brazil in the promotion of development and the search for greater in national projection. There are several areas for which Brazil has directed its efforts both bilaterally and multilaterally, with a focus on the initiatives eng endered with the neighbors of Latin and South America, African countries, as well as st rategic partners in the framework of BRICS and IBAS. There are projects in areas such as ealth, education, social and economic stabilization, technology, food supply etc . The Brazilian Cooperation Agency (ABC), institution linked to the Ministry of Foreign Affairs (MRE) has a key role in the coordination of those projects. Current ly, other governmental entities have been dedicated to international cooperation, which demonstrates the importance given by Brazil to the theme. This work explores th e experience of Brazil on cooperation in the telecommunications sector, highl ighting the actions of the Agência Nacional de Telecomunicações (Anatel) and how the Agency has been sharing its technological know-how and the regulatory expertise in this development cooperation effort. In this sense, this work aims t o analyze how Brazil uses horizontal cooperation as a tool for international insertion, having the telecommunications sector as a focus of study. |
