Abstract	The paper proposes a method for evaluating the efficiency of regional policy. This is done using the developments of the theory of the effective taxation (King and Fullerton, 1984). It evaluates the impact of regional aid on the cost of capital of the marginal investment and, consequently, on the tax rate effectively supported by the firm. The study proposes a concrete evaluation of the effects of Moroccan legislative incentives on investment cost. It remains to be shown whether or not these government measures effectively aid industrial investment through a reduction of the tax rate and cost of capital. Resumen Se necesita valorar cada politica. Una politica regional merece tal estimacion. 34 Michel Mignolet et Stephane Guiot Varios metodos han sido concebidos para estimar dicha politica. Una metodologia, entre muchas, estriba en el coste del concepto de capital. Esa teoria pone de relieve el impacto de incentivos regionales sobre el coste del capital vehinculado a una inversion marginal por consiguiente y el tipo del impuesto que soportara la empresa (King and Fullerton, 1984). Distintas ayudas otorgadas a una empresa para una inversion particular suelen disminuir el coste de una inversion mediante una reduccion de la carga del impuesto. Intentamos en dicho informe ensenar los efectos de incentivos marroquis en la inversion. ? Sera suficiente el marco creado por dichas leyes para atraer los inversores hacia esas tierras particularmente pobres ? De otro modo ? Se puede concebir que las ayudas concedidas por el gobierno Marroqui acarreen un verdadero impacto en el coste de capital de una inversion marginal ?
