Abstract	This document assesses the Rio Grande do Sul's debt restructuring operation. This operation was the first one implemented in Brazil after the enactment of the Fiscal Responsibility Law. The operation was contemplated under the §7o, Art. 7o, Resolution n. 43/2001 of the Brazilian Senate that establishes exceptions to debt restructuring operations for states that are above the indebtedness ceilings of this resolution.
