Abstract	This article seeks to undertake an evaluation of the NEI-style reform strategies, by analyzing their relevance in coping with the diversity and specific complexity of government organizations. The first section summarizes the main ideas of NEI that appear to be inspiring these reforms, in order to understand the critical elements and basic assumptions underlying a strategy for the generic reform of government organizations. The second section describes the Integral Model for the Evaluation of the Performance of Internal Control Organizations (IMOP) implemented by Federal Government in Mexico since 2003. IMOP is an instrument based on the NEI in general, and in particular with the principal-agent theory, to modify the behavior of comptroller agencies within the federal executive power. The third section, presents the case study, the methodological criteria used as well as the results discovered in terms of the argument they provide, as one of the most important limits and challenges of this strategy for organizational reform, namely the tension generated between a generic strategy and the enormous diversity of organizations to which the instrument is applied. The article ends with the conclusions that seek to analyze the challenges and problems of generic strategies for organizational reform, given the organizational and networking diversity and complexity that tend to characterize contemporary governments. ¿Reforma organizacional de gobierno por d iseño genér ico?
