| Abstract | Importance and necessity of regional views and analysis in development planning is rooted both in necessity of regional balance in development programs and the practical role they play in identification of unbalances and providing solutions in order to reach balance and focus in decision making as well as allocation. Main success proportion of these studies of this major is due to methods used. Despite achievement, relative comprehensiveness, acceptable performance of methods such as multi-variable statistical techniques and MCA methods, inflexibility of quantity traditional approaches and necessity to follow often non-determination or controlled pre-assumptions in statistical method, applying modern approaches and research for finding more appropriate and suitable methods has become an inevitable issue for researches of these courses and researchers. Fuzzy logic and approximate reasoning can be named as such modern approaches because of their capability of investigation and mathematical formulation of inaccurate and bad definition, simulation of human decision making and reasoning method, also, possibility and permission of simulation of dynamism and non-determination of a system without mathematical vast description in situations where traditional mathematics is not practical. Current article has analysed development of cities of Sistan and Baluchistan province applying FIS and according to 104 various variables regarding multi-dimensional aspects. To meet this, 3-step model was designed for analysis of levels and multi-human (social and cultural) as well as physical (economic and infrastructural) factors of development using MATLAB software and it has been implemented applying method of necessary Mamdani method for relevant fuzzy conclusions necessary Mamdani method for relevant fuzzy conclusions . Zahedan had the highest amount of development and Sarbaz had the least amount of development in the province in analysis of these indicators. © 2014 Published by RRAMT France Ltd. |
