Abstract	In this article we discuss the repercussions of public policies related to housing among its beneficiaries. We propose a theoretical-methodological approach that allows grounding empirical research on how housing projects affect the living conditions of the poor people, (re) defining their access to public goods and services available in urban space. Our proposal seeks to integrate the categories of “new poverty”, “residential segregation” and “medium size cities” within a perspective of relational analysis. In a framework like this it will be possible to study the relationship patterns between individual and social actors, as well their strategies of action and their possibilities of access to the different public policies.
