Abstract	This thesis attempts to demonstrate the impact of the international organisms on the state public policies through the constructivist theory of international relations. We are going to analyze through the constructivist theory the relationship between State and International Organisms. Later, we will focus on the UNESCO’s role facing the internal communication policies in Ecuador. For this reason, we will do a short tour in the history of UNESCO, clarifying the its role and work in the international system. We will do a special emphasis on the UNESCO’s actions undertaken in the area of Communication and Information. Moreover, we will examine within the Ecuadorian state how mass media and information access have evolved. Finally, we will explain the impact of the UNESCO’s agenda on communication and information towards the development of a communication public policy in Ecuador.
