| Abstract | The following degree work developed through internship modality in the Management Branch Social and Environmental of the Instituto Nacional de Vias (INVIAS), includes the environmental monitoring and assessment developed during the second semester of the 2009 to the Environmental Management Plan specifically to the mitigation program prepared by the contractor consortium for the dual carriageway Buenaventura-Loboguerrero in the Valle del Cauca Department. The dual carriageway has four sections between Buenaventura and Loboguerrero licensed by resolution 2367 de 2007 of the Ministerio de Ambiente, Vivienda y Desarrollo Territorial two sections between Altos de ZaragozaTrianaQuebrada Limones benchmarks (29+00 a 46+200) where construction activities are currently in progress; the project was awarded to the consortium through public tender who presented the environmental impact study that is part the environmental management plan whose functions prevent, mitigate and control the impacts caused by construction works. The mitigation program includes nine projects corresponding to : handling and disposal of surplus materials form excavation, handling of slopes and embankments, extraction of alluvial material from Dagua river, plants and concrete and asphalts trituration products, use of equipment and vehicles, emissions and noise source, camp, collection place and workshops, liquid and solid waste and finally intersections with water sources that were followed up and assessment by the methodological development that included basically technical and legal background review established in the dual carriageway construction, the detailed evaluation of the environmental fulfillment reports prepared by the contractor, the field trip to the project influence area which is very important because by this is confirmed the information established in the Environmental Management Plan and the final environmental report where different alternatives are suggested to perform by the contractor in order to mitigate the impacts associated to the development of the dual carriageway construction not identified in the Environmental Management Plan or even identified those actions have not been developed properly everything in order to perform a contribution proposing good practices for future projects respect the guidelines established by the environmental authority doing the dual carriageway construction a environmentally sustainable project. |
