Abstract	By: Fatima Zena Zetira This research aims to develop measures service-level solvency on local governments use accounting information and to implement measures to analyze service-level solvency on the local government in the province of West Java. The matrix consists of total assets per capita, total equity per capita, total fixed asset per capita, total expenditure per capita, total public spending and total capital expenditure per capita. The matrix can be used as an indicator to assess how local government achieve its objectives. This study was conducted on 26 District / City Se-West Java Province the period 2010 2015. The data used are secondary data derived from the Audit Board of the Republic of Indonesia and the official website of the Central Bureau of Statistics. Analysis of service-level solvency on local governments during the period 2010 2015 using the analysis of time-series and cross-sectional. The results of the analysis of this study showed that all local authorities show an increasing trend. Bandung is the best local government compared with other local governments. West Bandung and Garut show local governments in the lowest rank compared to other local governments.
