| Abstract | The present work analyzes the relationship between innovation, structural change and state interventionism, in order to delimit the debate about the national development strategies discussed for Brazil from the 2000s. For this, a bibliographical review was carried out that covered the structuralist currents , neo-Schumpeterian, developmental, new-developmental and social developmentalist. In addition, the study also has macroeconomic indicators based on data provided by official entities such as the Central Bank, to give robustness to the analysis that seeks to evaluate the theoretical positioning of the governments of former President Luis Inacio Lula da Silva. Finally, despite the fact that industrial policy has returned to the government agenda between 2003-2010 and important projects such as the CAP have been implemented, the absence of a coordinated national development plan prevents Lula's governments from being categorized as developmentalists. However, it should be noted that the deepening of income transfer policies and stimuli to the growth of domestic demand, such as the creation of payroll loans and large state investments in housing infrastructure and programs, bring the PT closer to social development. |
