Abstract	This article relates the ecologically balanced environment to the content of the existential minimum, in order to demonstrate the need to implement public policies aimed at ensuring the effectiveness of this right. To do so, it initially addresses the importance and concept of the environment, as well as adding it to the core content of the existential minimum. Then, it assesses the use of governance instruments for the implementation of public environmental policies. Finally, it indicates the importance of the participation of population (as a mechanism of active citizenship) in such public policies for the concretion of the existential minimum.
