| Abstract | This paper argues that the trend towards understanding the region as a central hub for effective industrial, development, and innovation politics will change, and are already changing, the relationship between representative government and regional institutions and actors, towards a relationship characterised as multi-level governance in regional development policies. Such developments are a two-edged sword. The emerging multilevel system promises to contribute to more functional and contextually relevant sets of development policies. However, on the other hand it can mean that representative democracy, both nationally and regionally, loses influence over important parts of societal development processes. Based on recent experiences in the United Kingdom, Lithuania and Norway, we discuss perceived tradeoffs between development and democracy.
