| Abstract | Participation is an increasingly important part of regional planning policies and involves the public discussion of plans and meetings open to residents for projects like local agenda XXI or participatory budgeting. Participation is understood here to be a polysemic term that is found in various forms and therefore the specific socio-territorial conditions in which it is implemented must be known. The county of São Brás de Alportel in inland Algarve is analysed as our case study as its rural characteristics are combined with urban dynamics due to its proximity to Faro. Our aim is to study two levels: a more macro level involving the relationship with the local authorities, that in theory is common to all the countries in Portugal; and secondly a more specific and optional project, namely participatory budgeting; which resulted from the volunteering of organized civil society and the municipal town hall. We believe that in this way we will help bridge the gap in knowledge about the social conditions underlying regional land use planning policies in Portugal identified by Ferrão (2011). |
