| Abstract | Non-Conventional Renewable Energy (NCRE) sector in Colombia is characterized by low participation in the national energy supply, representing only 0.11% of total installed capacity. This situation contrasts with the world scenario, where daily installed capacity and energy generation through NCRE increase. In this document, it's formulated a strategic plan for NCRE sector in Colombia to develop at similar levels to those reference countries in Central and South America, reaching a participation in national energy supply equivalent to 9% of the power capacity installed for the year 2029; to create this planning it has used Sequential Model of Strategic Planning proposed by D'Alessio (2015). This sector has more relevant opportunities than threats, due to the impulse that national government through Law 1715 has wanted to give it, however, this momentum has not been enough and for the implementation of mediumand large-scale projects. Likewise, it's found that this is a still weak sector because the great investors still find entry barriers to NCRE sector in Colombia and prefer to execute projects in countries where legislation has generated an environment more favorable for its investments than the one offered in Colombia. Analyzing the future of NCRE sector, it's generated some strategies to modify and adapt the current national legislation, which although it wanted to give a boost to the sector, is short and still not attractive and consistent enough to make large investments in projects that massify the use of this energy in the country. Likewise, it's proposed concrete strategies to start small projects in non-interconnected areas of the country, bringing development, employment and welfare in areas that have natural resources available and wish to take advantage of this technology to achieve the increase in installed capacity of NCRE in Colombia. |
