| Abstract | The watershed of the Rio Grande de Tarcoles is strategic for Costa Rica. Within its 2,169 km (4% of national territory) lie 85% of the nation's industry, commerce and services; 80% of all public transportation services; 50% of all coffee processing; the highest agricultural production per unit of area and 60% of the national population, resulting in serious problems of environmental contamination and resource deterioration. The microwatersheds of the Macho (27.4 km), Para (27.8 km) and Tibas (45.3 km) rivers, which empty into the upper part of the Tarcoles River, include a considerable natural resource base (3,800 ha of forests) and constitute one of the Central Valley's main aquifer recharge regions. To ensure that natural heritage in this area is protected and maintained and that standards of living are improved for inhabitants, the Neotropica Foundation encourages and facilitates citizen participation to foment mechanisms integrating the different actors, including community development associations, municipalities, public agencies, private business, NGOs, etc. These processes contribute to community and municipality involvement in proposing solutions to environmental problems, through consensus building, discussion and analysis, and the design and implementation of a program of work aimed at socio-environmental and economic restoration of these microwatersheds. Experience has demonstrated that the citizen participation process is not an easy one. It is necessary to provide understandable information for society so that its participation can be effective. Consultative processes must lead to consensus and a search for solutions to common problems, and communities must be empowered to make decisions and implement actions. Other aspects include synergy and equity in order to unite forces, interests, motivations and needs under equality of conditions. Putting processes of citizen participation into practice is complex. However, these processes contribute to making actions sustainable over the long term. |
