Abstract	Capacity building has been singled out as the missing link in sub-Saharan Africa's development - hence its importance in the region work agenda. It is also now widely accepted that, for development capacity to accrue, governance impediments to an efficient civil service must be removed or significantly mitigated. The governance approach to civil service reform is the cornerstone of the region's efforts to design lending operations that will improve the developmental capacity of civil service institutions in sub-Saharan Africa. This discussion paper takes the concept of the governance approach to its practical application and records the experience of the first pilot operation being prepared in this manner : The Gambia Sector Adjustment Loan (SECAL) on Economic Management.
