| Abstract | Policies to promote racial equity in education entered the governmental agenda in Brazil since 2003, with the enactment of Law No. 10.639/2003 amending Law of Guidelines and Bases of National Education (LDB), Law No. 9.394 / 1996, entering the mandatory teaching of history and culture african-Brazilian and African in Basic Education. From the enactment of this Act and the publication of the National Curriculum Guidelines for Education for Racial-Ethnic Relations and the Teaching of Afro-Brazilian and African History and Culture, were formatted education policies for ethnic-racial relations in the Ministry of Education. One of the axes of this policy is the participation of social movements in its implementation, which occurs at the state and municipal level, through the Forum on Education and Ethnic and Racial Diversity. This research aims to investigate the influence of Forums in implementing public policies to promote racial equity within the Ministry of Education, states, municipalities and the Federal District. To this end, we discuss the relationship between social movements and public policy, with emphasis on political education and racial equity, and the process of implementing these policies. This is a qualitative study, using participant observation, document analysis and semi-structured individual interviews with representatives of the Department of Continuing Education, Literacy, Diversity and Inclusion (Secadi) and Forums Education and Ethnic and Racial Diversity. It points up the main results of the work forums as promoters of social participation and decentralization of education policies for ethnic and racial relations, through the dissemination of actions with education systems, capillarization of shares, participation in activities training, among other actions. However, even with this extensive activity, the Forums are obstacles to their activities as a lack of internal coordination, the difficulty of dialogue with local and lack of support for carrying out the actions. Other barriers to the potentiation of the actions of boards lie in the difficulty of Secadi to track their actions.
