Abstract	This paper analyzes the social perspective in the elaboration and implementation of public policies considering the environmental management. Based on the theoretical contributions that analyze an integrated form among ideological objectives, structures of the social networks and the politician-administrative changes of the public policies, we present the conflicts involving the program of expansion of the plantation of eucalyptus in the southern region of the Brazilian state of Rio Grande do Sul. The methodological procedures consisted of the identification of the legal structure, the institutions involved in that matter, as well as the environmental policies achieved in the considered Brazilian state. The paper also discusses the main measures and regulations adopted by the examined policies, the involved actors in their formularization, their confrontation and respective social resources that endorse these interventions. The results indicate a strong correspondence between the changeable structure of the interpersonal and institutional networks and the high degree of justifications, principles and objectives of distinct social orders in the implementation of such policies. Such results demonstrate the importance of the conditions, institutional and political mechanisms in the formulation and execution of the environmental management public policies.
