Abstract	With globalization and scientific and technological advances, several concepts underwent adaptations, reclassifications and received other important values. Among these, property and consequently, intellectual property is emphasized which is reflected in scientific, technological and traditional knowledge. Currently, knowledge circulates in the market as strong currency, common to all countries. However, some countries have a lot of this currency, while others do not. To achieve economic development, presupposes the need to invest in production and in the protection of this knowledge. In this role, the State, the universities and the research institutes, public or private, are the main agents.
