| Abstract | Productive and decent work 1 is the main route out of poverty for most poor people. By making better employment outcomes an MDG target for eradicating extreme poverty, the international community has highlighted the importance of promoting employment, which is also a core objective for several international organisations including the International Labour Organisation (ILO), World Trade Organisation (WTO) and Organisation for Economic Co-operation and Development (OECD). Employment performance is therefore central to the success of poverty reduction strategies and to efforts to enhance development, but it has to be productive and decent paid employment if individuals, the economy and society are to benefit fully. Both the pace and pattern of economic growth matter as well. A rapid pace of growth and increasing labour productivity are needed to generate large numbers of new and decent jobs in developing countries while a broad-based pattern of growth is needed to maximise the participation of and benefits to poor people. |
