Abstract	Environment licensing can be understood as an administrative procedure, conducted by and competent agency, for environment licenses’ emission of installation, modification and operation. So on, licensing establishes conditions for enterprises’ viability, in order to guarantee the maintenance and conservation of the balanced environment preventing any ambient degradation. In municipal scope, ambient licensing has for objective to rescue local planning, as well as instruments of social, economic and ambient development.
