Abstract	Federal Law 9.433 establishes the National Policy for Water Resources and the National Water Resources Management System. Inspired by experiences that are taking place in other countries, it represents a new paradigm for the integrated management of that natural resource, in the principies that it defends, in the institutional modeling that it establishes, and in the instruments that it adopts. An interpretation of the law under the light of the organizations and systems theory shows the new institutional model's ability to deal with uncertainty, through strategic structural elements designed for that purpose, as a counterpoint to the bureaucratic mechanistic modelo Considerations about the law's discussion process and recent experiences in the area and other sectors, as well as about the State's and the administration's cultural-political traits, call the attention to the risks of restoring centralization if the conflicts are not adequately dealt with by the decentralized instances.
