| Abstract | At the dawn of the new millennium, the world is in the midst of a knowledge, technology and innovation revolution. Processes shaping the twenty-first century world—along with migration, climate change and religion—include accelerated change and progress in knowledge and innovation, both by the momentum of such progress itself and of increased competence around the world, and by the increasing complexity of problems that require new knowledge and solutions. Mexico's strength, its ability to improve its emerging country performance indicators, depends on its capacity and the attention paid to the development of knowledge and innovation. The basic issue consists of creating a public policy that will establish long-term goals for research that is oriented towards Latin American and global problems. Such a policy should enable exploratory research and disciplinary development, secure financing and diversification of funding sources, and should strive for quality, relevance and transparency in the use of funds, evaluation and accountability. |
