| Abstract | This paper informs on a fundamental issue experienced in the planning and funding of electricity supply networks in South Africa; the contentious question of prioritising capital planning investment spend in an economically sustainable way, while still achieving universal access and supply of electricity to all South Africans. The trade-off between investment for performance at all costs relative to economic sense and sensibility is investigated. The approach is based on a quantitative modelling approach based on network reliability, cost of unserved energy and revenue relative to investment costs and return on investment in network performance terms.
