Orçamento público e defesa nacional: uma análise do orçamento de defesa brasileiro no período de 2000 a 2016

Abstract	O presente artigo realiza a ampliacao e atualizacao de um estudo feito no ano de 2010, cujo objetivo era a analise do orcamento de defesa brasileiro na decada 2000 a 2009. Apos sete ciclos orcamentarios (2010 a 2016) e modificacoes na conjuntura politico-economica brasileira, alteracoes no orcamento de defesa puderam ser constatadas. Observase que ate o ano de 2014 houve melhoria quanto ao perfil da execucao orcamentaria do Ministerio da Defesa (MD), com reducao do percentual de encargos sociais e pessoal e elevacao nos niveis de investimento e custeio. Porem, a crise orcamentaria agravada no pais a partir do ano de 2015 levou a um retorno dessa trajetoria, revelando que o MD esta ainda longe de ter superado a sua dificuldade estrutural de implementacao de programas e realizacao de investimentos de longo prazo. Com relacao aos gastos com defesa como % do PIB, nao se verificam mudancas significativas. O Brasil continuou investindo em defesa proporcionalmente menos que varios paises da America do Sul e dos BRICS. Palavras-chave: Orcamento Publico. Orcamento de Defesa. Defesa Nacional. __________________________________________________________________ PUBLIC BUDGET AND NATIONAL DEFENSE: AN ANALYSIS OF THE BRAZILIAN DEFENSE BUDGET FROM 2000 TO 2016 ABSTRACT This paper makes the expansion and the update of a study done in 2010, whose objective was the analysis of the Brazilian defense budget in the decade 2000 to 2009. After seven annual budget cycles (2010-2016), changes to the defense budget could be observed. Initially, it is observed that up to 2014 there was a reduction in social and personnel charges, and increase in investment levels in the budget execution of the Ministry of Defense (MD). However, the severe budget crisis in the country, since the year 2015 has led to a return of this trajectory, revealing that the MD is still far from having overcome its structural difficulty of implementing programs and making longterm investments. When considering the parameter with the expenses in defense as % of GDP, significant changes were not envisioned. In this respect, Brazil continues to invest in defense proportionately less than several South America and BRICS countries. Keywords: Public Budget. Defense Budget. National Defense.
