| Abstract | This thesis i s an examination of an i n d i v i d u a l , long-term foster home which served a large c h i l d placement agency u n t i l a few years ago* Th® foster home was regarded by agency workers as an eminently successful one, both quantit a t i v e l y and q u a l i t a t i v e l y ! p a r t i c u l a r l y with adolescent boys, who are placement problems f o r any ch i l d p l a c i n g agency. The study was undertaken as an inv e s t i g a t i o n i n t o the reasons f o r the f o s t e r home's success with adolescent boys, i n order to provide a point of departure f o r more controlled s c i e n t i f i c study i n the future. The study was done at the Vancouver Children's Aid Society, oae of several agencies of i t s kind i n Canada which i s responsible f o r f o s t e r home and other forms of placement planning f o r many chi l d r e n who come i a t o i t s care, and for the administration of various statutes r e l a t e d to the protection of c h i l d r e n . The study includes: 1. Aa account of the h i s t o r i c a l development of foste r home placement p r a c t i c e , an account of the aeeds and problems of children (with p a r t i c u l a r reference to those who require f o s t e r home car©), and a descr i p t i o n of the agency i n which the study took place; 2 . A survey of the children placed l a the f o s t e r home and a q u a l i t a t i v e study of the f o s t e r home, focussing on the twenty-on©-year period of i t s active service to the agency; 3. An examination of the agency's case records of the f o s t e r c h i l d r e n , t h e i r own f a m i l i e s , and the f o s t e r family. Additional material f o r the study was obtained from Interviews with the fos t e r mother, her own two ch i l d r e n , aad four of her former f o s t e r c h i l d r e n . This study sought to examlae the fost e r home i a order to provide some formulation of the dynamics of a good fost e r home, p a r t i c u l a r l y f o r adolescent boys. Th© findings suggest a number of important factors to be sought i a any such f o s t e r home, including steady and consistent a f f e c t i o n f o r a l l c h i l d r e n , f o s t e r and own, an assumption of adult humility, i n t e r e s t , r e s p o n s i b i l i t y and leadership on the part of the foster parents, and the Importance of strong community roots for the fos t e r home* These findings, In. addition to having implications f o r future research, may provide a basis f o r a further refinement of diagnostic e f f i c i e n c y i n the agency's future f o s t e r home placement programs* |
