| Abstract | Abstract : This article is about change. It is about taking a brave new step in the way contracting is performed within the Department of Defense (DoD) and how contracts are handled. In fact, this article goes further. The contract will cease being a static document file on a computer server. The contract will manage itself. The contract will have a voice and it will speak.
