| Abstract | Digital libraries, within the framework of Internet and the Web, have to face a very complex legislative context, no more limited by geographical borders. Besides this, digital libraries have to manage an enlarged typology of digital objects, each with different legislative regulations, as software, data bases, multimedia, integrated data. In the last years, legislation on copyright has been characterised by a growing number of regulations, stimulated by the intellectual property owners preventive defence against possible infringiments of copyrights due to the facility offered by technology of copying, transmitting and using copyright protected works. The results of these regulations have created big obstacles to digital library development and also barriers to users access to digital resources. Due to the increasing phenomenon of self-publication, open access and free resources, millions of people prefer Google, instead of published resources. The problem of assuring access to quality digital resources to all users is now to be considered a Society problem and not only a library problem. |
