Abstract	O objetivo principal do artigo e apresentar um Modelo para Implantacao de Cidade Digital (MICD) baseado nas melhores praticas ja observadas no Brasil e nas recomendacoes de organismos internacionais da area de telecomunicacoes, como a Associacao Ibero-americana de Centros de Pesquisa e Empresas de Telecomunicacoes (AHCIET) e a Associacao Espanhola de Usuarios de Telecomunicacoes e Sociedade da Informacao (AUTELSI). Para tal, buscou-se, na literatura especializada, a revisao dos temas relacionados a implantacao de cidades digitais, bem como documentos publicados por organismos internacionais. Na elaboracao do MICD empregaram-se metodos da pesquisa qualitativa e, na coleta de dados, utilizaram-se os resultados de questionarios e entrevistas para identificar as necessidades informacionais do cidadao, os niveis de preparacao e apropriacao das tecnologias da informacao e comunicacoes (TICs) da comunidade e da administracao publica municipal (APM). Concluiu-se que a adocao de um modelo de implantacao de projetos de cidades digitais e essencial para que projetos dessa natureza sejam implantados com maior possibilidade de sucesso. Modelo de implantacao de cidade digital Digital cities in small Brazilian municipalities: a proposal for establishing a model Abstract The main objective of this article is to present a model for establishing Digital Cities, based on the Best practices which have been noticed in Brazil and on the recommendations of international organizations in the area of telecommunication, as for instance, Iberian American Association of Research Centers and Enterprises of Telecommunication, and the Spanish Association for Users of Telecommunication and Information Society. For achieving this purpose, a survey was carried out in the specialized literature for reviewing of the themes related to the establishment of digital cities, as well as documents published by international organizations. Methods of qualitative research were used for collecting data and the results of questionnaires and interviews for identifying the needs of information by the citizen, the levels of preparation and appropriation of information and communication technologies by the community and the public municipal administration. The conclusion is that adopting a model of establishment of projects for digital cities is essential to the greatest chances of success of such projects. Keywords Digital city.
