| Abstract | Decentralisation has given local government additional means to act in respect of forests while assigning a still significant role to the State. The complex system of governance which is taking shape between the various local players and the forestry sector requires proper adaptation of general concepts to local contexts, the development of fora for exchanges and decision-making at various local government levels. The interaction between those levels of thinking and cooperation should build a “learning system” for forests capable of adjudicating the multiple demands placed on forests. |
