| Abstract | This paper analyses the European Parliament's legis lative influence in the consultation procedure. It examines all (925) consu ltation proposals in the period 1 May 1999 and 30 April 2007. The paper finds that th rough its 'power of delay' the European Parliament can act as a significant legisl ative institution alongside the Council and Commission. In addition, the results de monstrate that the support of the Commission, the issue type contested and the ab ility of the EP to link its opinions to co-decision proposals are the strongest predictors of Parliamentary success. |
