Abstract	espanolInternet, por su caracter abierto y participativo, es imposible de controlar por los gobiernos y sectores de poder. Hoy mas que nunca debe ser la ciU000xdada;nia activa la garante de esa apertura, pero hace falta establecer lineamientos eticos que respeten los derechos humanos y las libertades civiles a traves de las redes sociales. Aqui se analizan los impactos de Internet en la vida publica y privada, las formas de participacion de la ciU000xdada;nia y de las instituciones civiles en dichas redes y las acciones necesarias para desde la etica, lograr su regulacion civil mas no estatal o gubernamental. EnglishInternet, open and participatory nature, is impossible to control by Governments and power sectors. Today more than ever active citizenship must be the guarantor of this opening, but it does need to establish ethical guidelines that respect human rights and civil freedoms through social networks. Here are analyzed the impacts of Internet in the public and private life, forms of participation of citizens and civil institutions in these networks and the necessary actions towards from ethics, civil regulation but not state or Government.
